Networking and Information Technology Research and Development Request for Information on a National Plan for Cyber-Physical Systems Resilience

On behalf of Office of Science and Technology Policy (OSTP), the NITRD National Coordination Office seeks public input for the creation of a National Plan for Cyber-Physical Systems Resilience Research (the Plan). The goal of the plan is to shape a whole-of-government research and development (R&D) plan related to cyber-physical resilience across systems that may be local, regional, or national in scope. As defined in the President’s Council of Advisors on Science and Technology (PCAST) Report, Strategy for Cyber-Physical Resilience: Fortifying Our Critical Infrastructure for a Digital World, cyber-physical systems are defined as physical systems that rely on computing technologies for sensing, analysis, tracking, controls, connectivity, coordination, and human-system interaction. The National Climate Resilience Framework defines resilience as the ability to prepare for threats and hazards, adapt to changing conditions, and withstand and recover rapidly from adverse conditions and disruptions. From the perspective of the RFI, the system recovery period and performance are acceptable from a social and technical perspective. These definitions will be used for the purposes of this RFI, but respondents are welcome to provide alternate definitions if cyber-physical systems have a different meaning in their industry or field, along with the scientific rationale for specific use-cases. The Plan is scheduled to be released in 2025.

On behalf of Office of Science and Technology Policy (OSTP), the NITRD National Coordination Office seeks public input for the creation of a National Digital Twins R&D Strategic Plan. The Plan will act as an organizing national document, providing guidance for government investments in digital twins related research and offering valuable insights to help guide further federal R&D coordination to advance technology and accelerate the use and early adoption of the digital twin models to address the nation’s priorities and fast-track agency missions. The Plan is scheduled to be released in mid to late 2025.

PUBLIC INPUT TO THE REQUEST FOR INFORMATION ON THE NATIONAL SPECTRUM RESEARCH AND DEVELOPMENT PLAN

Pursuant to the Presidential Memorandum on Modernizing United States Spectrum Policy and Establishing a National Spectrum Strategy, November 13, 2023, the Secretary of Commerce, acting through the National Telecommunications and Information Administration (NTIA), released a National Spectrum Strategy (Strategy), November 13, 2023. The word “spectrum” in this context refers to the radio frequency portion of the electromagnetic spectrum. Strategic Objective 3.2 of the Strategy directs the U.S. Government, through the White House Office of Science and Technology Policy (OSTP) and in coordination with the Federal agencies, to develop a National Spectrum Research and Development Plan (R&D Plan). On behalf of OSTP, NITRD NCO sought public input for the creation of the R&D Plan. The RFI was published in the Federal Register on February 20, 2024 (89 FR 12871). The R&D Plan will act as an organizing national document, providing guidance for government investments in spectrum-related research and offering valuable insights. The R&D Plan will identify key innovation areas for spectrum research and development and will include a process to refine and enhance these areas on an ongoing basis.

Notice of NITRD Workshop on the National Spectrum Research and Development Plan

As directed in the recent National Spectrum Strategy, the NITRD Wireless Spectrum R&D Interagency Working Group (WSRD IWG) is working on behalf of the White House Office of Science and Technology Policy (OSTP) to develop the National Spectrum R&D Plan. This workshop is an opportunity for academia, industry, and the public to engage in dialog with the WSRD IWG authors on the potential content of that plan. Agencies of the WSRD IWG are conducting a workshop as a follow-up to the recent Request for Information (RFI) on the National Spectrum Research and Development Plan in which the NITRD NCO sought public input for the creation of the National Spectrum R&D Plan. The R&D Plan will act as an organizing national document, providing guidance for government investments in spectrum-related research and offering valuable insights. The Plan will identify key innovation areas for spectrum research and development and will include a process to refine and enhance these areas on an ongoing basis. This workshop will provide an opportunity for the RFI respondents and others from academia, industry, and the public to engage in open dialog with the spectrum community and WSRD IWG authors on the potential content of the National Spectrum R&D Plan.

Request for Information on the 2023 Federal Cybersecurity Research and Development Strategic Plan

Pursuant to the Cybersecurity Enhancement Act of 2014, Federal agencies must update the Federal cybersecurity research and development (R&D) strategic plan every four years. The NITRD NCO seeks public input for the 2023 update of the Federal cybersecurity R&D strategic plan. The updated plan will be used to guide and coordinate federally funded research in cybersecurity, including cybersecurity education and workforce development, and the development of consensus-based standards and best practices in cybersecurity.

Request for Information; Digital Assets Research and Development

The Federal Government is developing a National Digital Assets Research and Development Agenda. The White House Office of Science and Technology Policy (OSTP)—on behalf of the Fast Track Action Committee (FTAC) on Digital Assets Research and Development of the Subcommittee on Networking and Information Technology Research and Development (NITRD) of the National Science and Technology Council, the National Science Foundation, and the NITRD National Coordination Office—requests public comments to help identify priorities for research and development related to digital assets, including various underlying technologies such as blockchain, distributed ledgers, decentralized finance, smart contracts, and related issues such as cybersecurity and privacy (e.g., cryptographic foundations and quantum resistance), programmability, and sustainability as they relate to digital assets.

The White House Office of Science and Technology Policy, on behalf of the Subcommittee on Microelectronics Leadership (SML) of the National Science and Technology Council (NSTC), requests comments from the public on the Draft National Strategy on Microelectronics Research (referred to in this document as “ the Draft National Strategy ”) and some specific questions relevant to that strategy. The Draft National Strategy is posted at https://www.whitehouse.gov/​wp-content/​uploads/​2022/​09/​SML-DRAFT-Microlectronics-Strategy-For-Public-Comment.pdf.
